How much does it cost to open a restaurant at Ridgeway Plaza?

Rent at Ridgeway Plaza runs roughly $40 to $49.50 per square foot per year gross, on the only two leases with a fully published rate structure. Rent is the easy part. Since 14 January 2026 Mississauga has capped total restaurant floor area at the plaza below the level that already existed, so the harder question is whether a given unit can legally become a restaurant at all.

Ridgeway Plaza costs in plain English

  • Two verified rents, neither of them a restaurant. $37.00 per sq ft base plus $12.50 TMI on one unit, $26.00 plus $14.00 on another. There is no published Ridgeway restaurant rent.
  • Base rent is never the occupancy cost. TMI added 34% and 54% on top of base rent in those two cases, before 13% HST.
  • Units are sold, not leased from one landlord. Both plazas are commercial condominiums with individually owned units, which is why there is no plaza rent card.
  • The zoning ceiling is the binding constraint, not the rent. By-law 0005-2026 caps combined restaurant floor area at 7,465 m² in Area A and 5,300 m² in Areas B and D. Both sit below what already existed.
  • The build-out decides the budget. A unit already fitted as a restaurant skips $150 to $600 per square foot of construction, a national estimate rather than a Ridgeway figure.

This guide is about the money and the permissions: what it costs to occupy space at Ridgeway Plaza and what the January 2026 zoning changes allow. What is Ridgeway Plaza?

Ridgeway Plaza is two adjoining commercial condominiums at Eglinton Avenue West and Ridgeway Drive in Mississauga, not one property. The City's 19 November 2025 staff report sets out the two halves.

That is 277 units, 115 of them restaurants, leaving roughly 162 units in retail, clinics, services and leisure. Every unit is individually owned, which is why there is no single plaza rent card and why public rent data is thin.

Two traps for anyone reading the City's file. The parking consultant calls Erin Mills Centre “Platinum Plaza” and Platinum Centre “Odyssey Plaza”, so the two sets of figures are easy to reverse. And 3400 Ridgeway Drive is an industrial building about two kilometres south in Western Business Park, not part of the plaza.

How much is rent at Ridgeway Plaza?

There is no published average, and three listings is not enough to make one. These are the Ridgeway units advertised with a stated rate, observed on 9 September 2026.

None of the three is a restaurant unit. Unit 233 is advertised at two different rates under the same MLS number, W13043476, so both are shown and neither is preferred. Without a disclosed TMI, no total occupancy cost can be worked out for it.

What does that cost per month?

Take the 2,300 sq ft unit at $37.00 base plus $12.50 TMI, the most completely specified rate structure on the plaza.

  • Annual base rent: 2,300 × $37.00 = $85,100.00
  • Monthly base rent: $85,100.00 ÷ 12 = $7,091.67
  • Monthly TMI: (2,300 × $12.50) ÷ 12 = $2,395.83
  • Monthly base plus TMI: $9,487.50
  • With 13% HST: $10,720.87

The same listing separately advertises “$11,000/month including TMI & HST”. That is $279.13 more than the listing's own rates produce, a gap of 2.60% that the listing does not explain. Treat advertised monthly figures as marketing and rebuild them from the rate structure.

Applied to a round 1,000 sq ft unit, the two observed rate structures give a working range. This is arithmetic on non-restaurant rates, not observed restaurant rent.

What does a Ridgeway unit sell for?

Asking prices only. No completed sale price is publicly verifiable, so none of these figures is evidence of value.

That last unit is the reason no one should average this column. The same 1,030 sq ft space has been advertised at $999,900 in October 2025, then $1,299,900, then $1,675,000 in February 2026, a swing of 67.5% in advertised price across successive listings. Nothing about the unit changed.

Watch for listings priced like inexpensive restaurant real estate that are not real estate at all. Unit 24 at 3460 Platinum Drive, advertised at $599,000 with a ten-foot hood, is a sale of business without the property. So is 7 at 3450 Platinum Drive at $199,999. A price per square foot on either one means nothing.

Can any Ridgeway unit become a restaurant?

No. A vacant unit advertised for lease is not a unit cleared for restaurant use, and confirming that a unit sits in a C3 zone proves nothing on its own.

First, the zoning certificate

A unit's use cannot change without a Zoning Certificate of Occupancy, which costs $515, including a $50 non-refundable administration fee payable at submission. The City's own example of when one is needed is “changing from a retail store to a restaurant, or a vacant unit to a new use”. The certificate does not authorise construction or occupancy, and it does not approve a change of use under the Ontario Building Code.

Then the floor area cap

Section 2.1.35 of the Zoning By-law sets a maximum combined gross floor area for restaurants, convenience restaurants and take-out restaurants.

Both caps sit below current levels, so there is no restaurant floor area available today in the developed parts of the plaza. The City states that these regulations apply “notwithstanding the underlying zoning designation of the affected lands”.

And the retail route is closed

In Areas A, B, C and F the standard “retail store” use was deleted and replaced with “retail store - restricted”, which does not permit the sale of food prepared on-site as an accessory use, in the City's own words “thereby preventing any restaurant type activity”. Legally existing retail stores in Areas A and B that already prepared food on site, with up to six seats, may continue, but may not be enlarged beyond what existed on 14 January 2026.

Everything still required after that

A building permit. An Ontario Building Code change-of-use review. Notification to Region of Peel at least 14 days before opening, with floor plans approved. A certified food handler on the premises during operating hours under O. Reg. 493/17. A City business licence at $225.66, renewing at $220.04. And clearance under the condominium declaration and rules, because every unit here has a condominium board above it.

Did Mississauga ban restaurants at Ridgeway Plaza?

No, and it did not cap the number of restaurants either. That is the most repeated error in coverage of the decision.

Council passed By-law 0005-2026 on 14 January 2026 under section 34 of the Planning Act. It came into force the same day, and the Clerk confirmed no appeals were filed by the 11 February 2026 deadline. Restaurant remains a permitted use in the underlying zones.

The by-law caps floor area, not business count. Section 2.1.35 contains no numeric limit on the number of restaurant businesses anywhere in its text. The City's own Notice of Passing describes the purpose as limiting “the overall amount of restaurant type uses”. The word “number” does not appear.

The distinction matters commercially. Ten 60 m² take-out counters and three 200 m² dining rooms consume the same regulated quantity. Subdividing changes the count without touching the cap. Staff forecast roughly 15% fewer restaurants over time through tenant turnover, but that is the predicted effect of the rule, not the rule.

Ridgeway did not run out of space. It ran out of parking. The Ridgeway Plaza Parking Study measured a weekend peak surplus of eight spaces at Erin Mills Centre and two at Platinum Centre, out of roughly 1,650 spaces across both. Can a new restaurant take over an existing restaurant unit?

The by-law does not say, and no one should assume either answer.

The Explanation of Purpose and Effect attached to By-law 0005-2026 states that uses legally existing on the date of enactment “may continue in their existing form but shall not be enlarged”. It does not address a change of operator. Section 2.1.35 carries express continuation clauses for retail stores and for accessory food sales in employment zones, but no equivalent clause for restaurants. Separately, staff expected “tenant turnover” to be the mechanism that brings floor area down over time.

The City’s stated position goes further than its text. Deputy Mayor Matt Mahoney has said that a closed restaurant unit leased to another restaurant is permitted, while a unit converted to a non-restaurant use cannot later revert to a restaurant. We reported that, and what it means for the names appearing at the plaza, in New restaurants are still opening at Ridgeway Plaza. Treat it as how the City reads its own by-law, not as a clause in it.

Put this question in writing to City zoning staff for the specific unit before signing anything. The Zoning Certificate of Occupancy application is what produces a binding answer.

What else costs money?

Keep two blocks of numbers apart. The first is Ridgeway and Mississauga fact. The second is a national industry estimate that is not specific to this plaza.

Verified, Mississauga and Peel: $515 Zoning Certificate of Occupancy. $225.66 business licence, $220.04 to renew. TMI at $12.50 to $14.00 per sq ft. 13% HST on rent. Region of Peel floor plan approval and 14 days' notice before opening.

General estimate, Canada-wide, not Ridgeway: build-out of $150 to $600 per square foot, covering hood and make-up air, fire suppression, grease interceptor, electrical upgrade, HVAC, refrigeration, food-grade finishes, washrooms, furniture, signage and point of sale. On a 1,000 sq ft unit that spread is $150,000 to $600,000, wider than a full year of gross rent. No Canadian government or trade-association dataset for this was located; the published ranges come from consultancies and vary by a factor of four.

That spread is why a second-generation restaurant unit is worth more to an operator than a cheaper vacant one. Whether it is worth more in the market is unproven: no matched-pair transaction data exists to show a premium at this plaza.

What cannot be verified from public records

Final negotiated rent. Inducements and free-rent periods. Full lease terms. Any completed sale price. Condominium fees for most units. Actual build-out spend. Whether restaurant-approved units carry a premium. Any business's profitability.

Two further items remain unresolved in the City's own file: which civic addresses fall within which lettered area on Schedule 2.1.35, which was read from a map graphic, and a 652 m² discrepancy in Platinum Centre restaurant floor area between the parking study's land-use tables and the staff report. Neither document explains the divergence, and the caps were derived from the staff report figures.

The rent is negotiable. The floor area is not. Ridgeway rents sit in a $40 to $49.50 per square foot gross range on the thin public evidence available, but the number that decides whether a project is possible is 7,465 or 5,300 square metres, and both are already spent. Ask the City about your specific unit, in writing, before you sign.

How much is rent at Ridgeway Plaza?

How much does a Ridgeway Plaza restaurant cost to rent?

No Ridgeway restaurant lease with a published per-square-foot rate was found. At the observed rates, a 1,000 sq ft unit works out to $2,167 to $3,083 a month in base rent, $3,333 to $4,125 with TMI, and $3,767 to $4,661 including 13% HST. That is arithmetic on non-restaurant rates, not observed restaurant rent.

Can new restaurants still open at Ridgeway Plaza?

Restaurant is still a permitted use, but since 14 January 2026 the combined restaurant floor area has been capped at 7,465 m² in Area A and 5,300 m² in Areas B and D, both below the levels that already existed. There is no restaurant floor area available today. The caps apply notwithstanding the underlying zoning designation.

Can I turn a Ridgeway retail unit into a restaurant?

Not without a $515 Zoning Certificate of Occupancy, and probably not at all in Areas A, B, C and F, where By-law 0005-2026 replaced the standard “retail store” use with “retail store - restricted”, which bars the sale of food prepared on-site as an accessory use.
